Could be but my father was the same but never changed after TIA's and
stroke that put him in nursing home.

They do affect mental ability like dad calling me at 2 AM. I asked him
why he did that and he said he did not know what time it was. I pointed
out that clock on the wall said 2 and it was dark outside.

In the case of my deck, for over 40 years the supports sat on the
concrete patio below the deck with no problem. The new regulations
require that they sit below the frost line which they say is 36 inches.
The contractor had to cut through the patio and dig down and pour
concrete for the footer.

Then there were 2 neighbors that sold their houses and it cost them each
$25,000 to install filter systems for their septic as apparently perk
regulations changed.

But there is a difference between over regulation and no regulation.

Are you saying the existing deck had to be upgraded? That would be
wrong. Replacement, different story. My deck had footers at 48", code
for our area. When I replaced and enlarged, that is what I did.
